The European patent HSS EP2486519B1

It is now official, HSS (Human Security and Survival system) has been granted as a European patent. Specifically, HSS is a process that allows for localized alerts to people in the event of a disaster.

Once properly integrated through an adequate IT infrastructure, HSS enables effective disaster management by public authorities. It also provides the opportunity for anyone to register to be alerted by all its technologies in case of potential danger. Now, anyone can notify a potential danger through this technology. This project also facilitates mutual aid among individuals.

Various modules make up HSS and provide a 360° view of society: module related to the weather, to the police, to hospitals, to various emergency services,… These modules allow different actors to coordinate for the organisation of the intervention. These various interactions will dynamically create a real-time map of the evolution of the disaster. On this basis, HSS calculates its possible evolution and its impact on the population. This valuable data can then be used to define an alert scenario that can be directly used by the authorities. This scenario automatically anticipates the interactions to be undertaken with the various services (weather, police, hospitals,…) to best manage the disaster.

If necessary, the technology also allows the authorities to call upon certain citizens, who are located in the disaster area and possess useful skills, to come and lend a hand in a coordinated manner. Effectively integrating citizens into the resolution of the crisis is also at the heart of the HSS patent philosophy.

The HSS module “WATER-ECONOVA” allows for the calculation of river levels in a watershed based on precipitation forecasts. This calculation is based on a tool from Denmark in partnership with ECONOVA. This calculation provides a map of the evolution of water heights and the volume of precipitation to warn dams to release water and alerts individuals located by their homes of potential danger.

In the ongoing disaster action, the application allows for knowing whether the person is in their home or outside of it and thus alerts them to the precise action for their survival.

Depending on the number of people in difficulty, the system alerts local authorities to coordinate interventions as well as registered citizens available to help based on their skills.

In case of stress, the person has an alarm with the application to urgently contact nearby people who are available to help. These people will receive the geolocation of the person in difficulty.

The philosophy of HSS is really to create an interface for anticipation and effective crisis management, thanks to a rapid crisis management process.
